CISOLAR- 2014, 3rd International Conference & Exhibition "Solar energy in the CIS and Eastern Europe" is the most important meeting place for players in the solar energy market, whose activities are related to the operation and development of new projects in the CIS and Eastern Europe.
On May, 2013, the Government of the Russian Federation adopted the Resolution, giving the start to the practical development of photovoltaics, wind energy and small hydropower. Comparing to Ukraine, following the path of "green" tariffs (the most traditional form of support for renewable energy), Russia choose another way. The resolution provides a mechanism to support three main sectors of renewable energy through the power providing agreements (PPA), which are, on the one hand, a guarantee of the provision of specified power by renewable energy facilities, and on the other - a guarantee of market demand of energy generated by such objects.
Herewith PPA guarantees the renewable energy investors in investment return in 15 years with a good rate of return (around 14%).
On August – September, 2013, the first competitive selection of projects for the construction of solar power plants was held. At a certain quota law in 710 MW of projects in 2014-2017 years 58 projects participated in the competition with a total capacity of about 1 GW. Additional selection by parameters of capital expenditures was held in the late September and identifed the complete list of the Russian photovoltaics market participants until 2017.
Currently in Kazakhstan a law regulating the formation of tariffs for electricity produced from renewable energy sources was also signed. According to this law, a single buyer of electricity produced by renewable energy facilities is the financial center of the settlement, which subsequently distributes it to all consumers.
