The impending review of the Data Protection Directive may incorporate a general requirement for data breach notification for all businesses.

This requirement, should it become compulsory, would affect every business, big or small and involve various costs, for example the costs of publicising the breach.

At present, under the e-Privacy Directive, only telecoms service providers have a requirement to notify both the regulator & affected customers of data losses. Germany and Austria, however, have local laws which require notification.

-In the EU, Commissioner Viviane Reding has said she is pushing for breach notification for the financial services
