It is known that in the developed democratic countries the most important government authorities are formed through the electoral procedure. Thus, an official legal process of the state authorities construction in such countries is based on the public will. At the same time, electorate’s political preferences more often acquire their final form in the pre-election period, when the political advertising, agitation and propaganda materials influence the people’s consciousness deeply with a purpose of the determination or adjustment of their choice. Naturally, the political slogans of candidates to government authorities, as a rule, have the form of promises of solving particular urgent problems of people of the respective countries. Social problems are actually unsatisfied needs of people, which are the sovereign source of power in the context of the «social contract theory». The existence of such dissatisfaction on a significant scale is a sign of insolvency (ineffectiveness) of state institutions, the main goal and vocation of which - to ensure the proper personal and social safety of people and efficient development of the state in total complex of its social infrastructure. Therefore, by giving the electoral promises, candidates to government authorities offer people to vote for them on conditions of implementation of their pre-election (policy) statements, that secure mechanism, according to which any candidate intends to improve the effectiveness of the state power.
